2017 has illustrated the extreme risk ineffective Care Governance can have on an organisation, as the sector continues to feel the impact of South Australia’s Oakden Report.

The issue will re-emerge to taint the Aged Care Sector in the media, when the Independent Commissioner Against Corruption (ICAC) reports on its current investigation into the maladministration of the Oakden facility.

Michele Moreau, a Clinical Governance Specialist, will lead a discussion on the public and professional community’s expectation of governance, through the lens of when things go wrong.

Focusing specifically on the central role of a facility manager in residential care, we will discuss strategies to ensure organisations thrive and protect themselves in these turbulent times.

Background to the Oakden Report:

The Oakden Older Persons Mental Health Facility provided services to people with severe behavioural and psychological symptoms of dementia (BPSD), mental health illness or cognitive dysfunction.

The facility experienced systemic failures at every level to recognise and respond appropriately to issues of environmental, physical and emotional abuse of residents.

Leading to:

  • a neglect of resident rights and a failure to manage challenging behaviours in a way which reflects contempory aged care practice.
  • Complaints of neglect and abuse
  • Chief Psychiatrists investigation and report, which was damming to management (at all levels), and a significant proportion of the clinical staff. The report, confirmed allegations of resident abuse.
  • Staff: Discipline, sacking and professional registration body reporting
  • Facility: Closure and the relocation of residents to other residential aged care facilities.
  • Accreditation Agency: Serious concerns about the effectiveness of the accreditation process – contributing to its current review.
  • Independent Commissioner Against Corruption (ICAC) investigation into the maladministration of the management of services and care at the Oakden Older Persons Mental Health facility.
